大學(xué)時(shí)代學(xué)習(xí)柔道的諸星要一（綾野剛 飾），憑借特長(zhǎng)而被借調(diào)到北海道擔(dān)任刑警。沒有比賽的日子里，他終日負(fù)責(zé)無聊雜務(wù)，滿腔的正義之情無處釋放。在警署金牌刑警村井（皮埃爾瀧 飾）的點(diǎn)撥下，一直以來非黑即白的諸星茅塞頓開，他大肆發(fā)展線人，狂刷積分，于是成為北海道道警中的得力干將。他與黑道大哥黑巖勝典（中村獅童 飾）、毒品販子山邊太郎（Young Dais 飾）等灰色地帶人物稱兄道弟，依靠他們收繳槍支以完成警署指標(biāo)，甚至動(dòng)用公家資金販賣毒品、走私槍支。諸星滿心以為自己在做正義之事，卻不曾想早已離他的夢(mèng)想越來越遠(yuǎn)……
本片根據(jù)前北海道警察稻葉圭昭的真實(shí)事件改編。
